It fills me with immense pride to stand before you today, at the momentous launch of the “China Corner” at the prestigious Institute of Strategic Studies, Islamabad.
Let me extend my heartfelt congratulations to Amb. Sohail Mahmood and his dedicated team for breathing new life into this critical research institution, enhancing our understanding of pivotal aspects of foreign policy through regular reports, evocative discussions, and invigorating events.
The establishment of the “China Corner” within the ISSI Library arrives at a fortuitous hour, resonating with the burgeoning interest in China—a phenomenon that is both captivating and complex.
For scholars, students, and policymakers alike, access to a comprehensive repository rich with the diverse narratives surrounding China’s astonishing ascent is not merely advantageous; it is imperative.
China has held a cherished place in my heart for decades. My fascination ignited during my inaugural journey in 1972, traversing the expansive expanse of the Grand Siberian Railway—a journey that unfolded over six gripping days and nights.
My subsequent tenure in Beijing provided me with an invaluable lens to observe the intricate tapestry of cooperation between our nations, especially during the transformative years of the China-Pakistan Economic Corridor (CPEC).
Esteemed Ladies and Gentlemen,
The extraordinary rise of China as both a military and economic powerhouse is not mere happenstance. It is a product of relentless dedication, the unwavering spirit of its industrious populace, and the far-reaching vision of its leadership.
From its roots under Chairman Mao Zedong, through transformative epochs led by Zhou Enlai and Deng Xiaoping, we now witness a modern China under President Xi Jinping, asserting its status as a formidable force—the world’s second-largest economy, having uplifted over 800 million citizens from poverty.
This metamorphosis is nothing short of a monumental achievement and a beacon of inspiration in the annals of human history!
Dear Friends,
To grasp the intricacies of contemporary China, one must delve into its historical epochs. Its evolution into a global power must be contextualized within its rich tapestry of history.
Throughout the ages, China’s rulers envisioned their nation as a pivotal player on the global stage, subscribing to the concept of the Middle Kingdom—a notion that heralds China as the cultural, political, and economic nucleus of the world.
Sun Yat-sen, revered as the father of modern China, championed the revitalization of the Chinese nation, seeking to elevate its role in the international arena.
Today, President Xi’s vision of fostering a “global community with a shared future” epitomizes China’s modern outlook.
The Belt and Road Initiative, of which CPEC shines as a cornerstone, has redefined connectivity and development not only for Pakistan but for the entire region.
In tandem, President Xi’s Global Development Initiative, Global Security Initiative, and Global Civilization Initiative underscore three pivotal realms—socio-economic progress, security, and culture—that underpin the foundation of tomorrow’s world.
Respected Friends,
China ardently champions the ethos of a multipolar world, where the tenets of the UN Charter are revered and upheld. Its proactive role in global forums such as the UN, WTO, G20, SCO, and BRICS stands testament to its commitment to multilateralism and its evolution as a conscientious global steward.
Let me highlight three profound elements of China’s approach to global leadership:
- Firstly, its remarkable economic progress, fueled by its own human and natural resources, has upended antiquated mercantile paradigms that dominated global affairs.
- Secondly, China’s narrative teaches us that there exists no monolithic model for governance; rather, a political system that resonates with its people can foster both prosperity and societal harmony.
- Lastly, China’s peaceful ascendance and its increasing investment in fostering global development emphasize that collaborative partnerships and multilateralism are not only feasible but essential in navigating a competitive world.
Esteemed Colleagues,
I must reiterate how gratifying it is for Pakistan to witness China—our unwavering ally—shaping global governance in affirmative and transformative ways.
As one of the first nations to recognize the People’s Republic of China in 1949, we take pride in our “All Weather Strategic Cooperative Partnership”—a blueprint for inter-state relations, deeply rooted in mutual support through trials and triumphs—a cornerstone of peace in our region.
We have forged monumental successes together, with CPEC standing at the forefront, showcasing the vast potential of our collaboration.
This year, Prime Minister Shehbaz Sharif’s landmark visit to China reaffirmed our leadership-level synergy, unlocking new vistas of cooperation across IT, agriculture, energy, and beyond.
We also welcomed Premier Li Qiang in Islamabad this October, further solidifying our enduring ties of friendship.
Our resolve to enhance, expand, and upgrade CPEC continues fervently as we embark on its second phase.
Dear Esteemed Guests,
China is currently transitioning from an export-centered economy to one that is high-tech and sustainable, championing innovation and ecological stewardship.
With groundbreaking advancements in automation, AI, and renewable technologies, China stands ready to collaborate with the developing world, aspiring to realize the “Chinese Dream” through shared expertise and technological exchange.
Distinguished Friends,
Let us not forget that the rhetoric of “bloc politics” and “containment” contradicts the ethos of our present reality. The web of international relations is far too intricate for zero-sum games amidst a multitude of global challenges.
Pakistan firmly opposes any resurgence of bloc politics or a return to Cold War dynamics. Forming military alliances at the expense of others yields dire consequences.
Our collective journey thrives on cooperation and collaboration, and we must be wary of the perils posed by confrontational strategies.

As I conclude, I wish to commend the Institute of Strategic Studies for its unwavering commitment to high academic standards and rigorous research.
